MEETING | Minutes

Westport Transit District Directors:  Jim Hood and Bud Titsworth; Norwalk Transit District:  Louis Schulman and Nancy Carroll; Westport Human Services Commission:  Lynn Goldberg

The meeting was called to order at 9:00 AM.  The minutes of the previous meeting (6/12/09) were reviewed for accuracy.  Mr. Titsworth requested correction (under Marketing section) of his appointment to read ConnDOT Railroad Parking Advisory Committee; with that correction the minutes were approved.

Public Comment
Lynn Goldberg introduced herself and stated she was present to support additional shelters in Westport.

Ridership
Ms. Carroll reviewed FY ’10 to-date ridership data.  Discussion followed regarding the economy and its relationship to declining ridership.  

Marketing
Mr. Schulman led the discussion on how to market the services to current users.  A survey instrument was suggested.  The Directors indicated they would do some brainstorming and would come up with a strategy.  Mr. Schulman suggested a free PR campaign with the news media highlighting current riders.  Mr. Titsworth suggested a Human Services alliance would benefit the marketing efforts.  Demographics of the population should be gathered. 

Moving forward on the location of another shelter was discussed.  It was suggested to Ms. Goldberg that the Human Services Commission take the lead.  Jesup Green was discussed.  Mr. Hood requested data on boardings at Jesup Green.

FY 2010 and FY 2011 Budgets
Mr. Schulman reported on the status of State funding for FY’10.  The State Agreement received by the District reflects no increase in funding, although the State is hoping to increase the funding by 3.5%.  The possibility of a fare increase was also discussed.  Mr. Hood requested a cost analysis by service. 

In preparation for the FY 2011 budget submission to the Town, Mr. Titsworth requested a document that highlighted the cost benefits of maintaining services with Norwalk Transit District, specifically addressing capital costs.
